Europeanization" of the Hungarian trade unions as reflected
by their international links



Introduction


The focus of the present paper is the "Europeanization"
of the Hungarian trade unions in the light of their
international ties. The Hungarian trade union
confederations'' contacts and bilateral ties with the
international and national trade unions of the European
Community furnish direct proofs for the Hungarian unions''
recognition throughout the continent. The breadth, depth,
contents and spheres of these ties are clear-cut indicators
of the extent to which Hungary''s trade unions have become
involved in the activity of the European interest
representation bodies, and in their quest for a "welfare
Europe." Of course, this again is a two-way process: on the
one hand, the European Community and the trade union
federations of the continent are supposed to adopt the
Hungarian unions, while on the other hand the Hungarian
unions are striving to catch up with the European standards.
This latter effort entails a complex process of learning and
development for the affected organizations, which will
eventually enable the Hungarian unions to adopt the
standards of the European Community in their interest
representation activities and international ties, and also
as mediators of European values and norms.
There is every reason to ask the question here of why do
we focus our attention on the level of trade union
confederations and not on that of the individual
professional or local unions? There are several important
reasons for this:
+ During the transition period, the international trade
union confederations evaluated the democratization of the
state socialist unions and the emergence of the new
unions primarily on the level of the confederations.
They kept track of the organization of the local
confederations, and made their international recognition
conditional on their legitimacy.
